Unusually, the book contains expert witness testimony, including contributions by former
senior military and diplomatic staff, fishermen, and whistleblowers. The opinions
expressed during the Convention by the Youth forum are here countered by material
including the voices of over 100 young people from 30 countries across the
continent. Equally, important papers are submitted by the leading critics of
European integration united for the first time in a common statement of principles,
as well as by a bloc of MEPs, and a cross-section of British Conservatives from
across the spectrum of national institutions.

Paramount above all these is the Minority Report, which was officially submitted by
Giscard d'Estaing to the Heads of Government as an authorised document by a group of Convention dissenters. After the stalling of the Giscard text, these proposals
remain the only authoritative proposals still on the table, and the only attempt to
address the failings the Laeken Mandate had instructed the Convention to solve.

The texts are united by a commentary providing some helpful background to some of the key behind-the-scenes activity, including material not previously made known. It has a forword by John Hayes MP, a Conservative frontbencher in the House of Commons.
