The story of the making, unmaking and remaking of the Barroso Commission is one of the strangest in the fifty-year history of the European Union.
Even the beginning was strange, writes Peter Ludlow in this 48-page background analysis of the events leading to the final approval of the new Barroso Commission in November 2004.
Until now, Commission presidents have been made by the European Council and approved by the parties in Parliament. In the case of José Manuel Barroso, there was a reversal of roles.
The European Council nominated Mr Barroso, but the fact that it did so was due in most part because of his standing in the European Peoples Party.
The paper goes on to discuss the Barroso Commission’s prospects after a crisis which has undoubtedly left both the president and his team bruised, but which equally clearly does not mark the end of the story.
