The Path to European Defence
The direction that the European Union will have to take in the coming years is indicated by the European Convention, which has proposed the creation of a European Minister of Foreign Affairs as well as a European Armaments, Research and Military Capabilities Agency.
Within the European Parliament, there is a large majority that supports the necessity of a European Defence. This is demonstrated by the contributions of representatives of the four major political groups in this book. It also corresponds with the preferences of public opinion.
The draft of a European Security Strategy presented by Javier Solana in June 2003 is a good step towards a European Foreign and Security Policy, which will be able to guarantee the security of the European citizens and to defend the interests of the European Union in the world.

About the author:
Karl von Wogau graduated in economics and law, with a doctoral dissertation in constitutional history. He completed his economic studies at Insead in Fontainebleau and subsequently worked in an executive capacity at Sandoz AG in Basel, Switzerland. Karl von Wogau has been a Member of the European Parliament since 1979. In 1984, he authored a benchmark parliamentary report on the work programme leading to the European Community Internal Market. In the decisive years preceding the introduction of a common European currency, Karl von Wogau chaired the European Parliament Economic and Monetary Committee. As of January 2002, he has served on the European Parliament Committee for Foreign Affairs, Security and Defence. He is a member of the European Parliament delegation to the NATO Assembly.
