European Union Foreign Policy
This is a comprehensive account of what the European Union has done abroad in empirical terms. It is a rare and successful attempt to come to grips with the unique nature of the EU as a foreign policy actor: it is not a State and neither does it operate in the same way as a standard international organisation.
Traditional assessments of the foreign policy of the EU mainly focus on the mechanisms, institutions and treaties through which the policies are implemented and regulated. This usually leads to a massive underestimation of the capacities of action of the EU. The author, by focusing on the actual actions and policies undertaken abroad by the EU, shows that its foreign policy is very efficient indeed in promoting the domestic interests of the European Union.
