Setting EU Priorities 2007 consists of five substantial papers based on the European Strategy Forum’s first meeting, in Ponte de Lima, Portugal. The topics covered are: The State of the Union at the beginning of 2007, EU Energy Policy, Reform of the EU Budget, European Security and Defence Policy and the Future of the Constitutional Treaty.
Published on the eve of the special European Council in Berlin to celebrate the 50th anniversary and at a critical moment in the debate about the future of the Constitutional Treaty, the essay by Jacques Keller-Noellet and Guy Milton of the Council Secretariat on the prospects for constitutional reform is likely to be of particular interest.
The papers are aimed in the first instance at policy makers in the EU institutions and member state governments. They should also be of considerable interest however to anybody who wishes to keep abreast of the EU policy debate.
About the European Strategy Forum
The European Strategy Forum met for the first time in September 2006. A not for profit organisation under Portuguese law, it brings together leading figures in government, politics, business, the media and the academic world twice a year for informal, off the record discussions of major strategic issues confronting the EU and its member states. The September meetings will debate EU priorities across the board, from economic policy to defence policy. The May meetings by contrast will be organised around the EU’s relations with its strategic partners, beginning in May 2007 with China and continuing in 2008 with India.
The principal aim of the Forum is to foster a lively and constructive debate amongst its members, all of whom are in one way or another linked with the EU policy process. The Forum will however publish two books a year consisting of papers written by experts who took part in the debate.
The chairman of the Forum is Antonio Vitorino, the former EU commissioner and the executive president is Peter Ludlow, founding director of CEPS in Brussels.
